In SharePoint, it is possible to create a custom permission level and then assign a custom permission level to users and groups. 

SharePoint Online supports custom permission levels. 

Migration Limitation:

Some tools do not migrate custom permission levels. However, ShareGate migrates custom permission level

Recommendation:

Understand the current custom permission levels and determine the plan to move forward. Either move the users to default groups or create a plan (script or manual) for recreating permission levels in SharePoint online.

Site Owners need to validate the permission levels post-migration.
